Q1. How do I join the Guildford BCRP?

You can apply for membership online using the form on the home page. We normally aim to reply to applications within 24 hours (if possible) and will contact you to go through the scheme in more detail.

Q2. What do I get for my money?

The BCRP offers incredible value for money. For under £1.16 per week you will have access to our secure website and smart phone app (DISC) which provides you with information about individuals who are subject to exclusions or those in danger of exclusion (recently committed an offence against a BCRP member). The website also contains up to date crime news and alerts such as wanted or missing individuals and any protests or events happening in the city that you need to be aware of. You can also report any incidents to the BCRP and, should you wish to do so, you can also escalate reports of crime direct to Surrey Police saving you time from phoning 101. The BCRP offers regular free training opportunities for members in areas such as crime prevention, radio training, counter-terrorism awareness and vulnerability training. We are always striving to offer more for our members and routinely develop new projects to help reduce crime and disorder in or near our members venues. Q3. How much money does it cost?

Membership to the scheme costs just £60 a year. Depending on your location, businesses within the BID area are automatically entitled to be members which is included in their business levy.

Q4. How can I pay?

We prefer members to pay by BACS. Our invoices are usually issued annually.

Q5. What other venues are part of Guildford BCRP?

There are over 200 members of the Guildford BCRP. These members span both daytime and night-time economies. For an updated list of our members page

Q6. How do I get access to offender images and other intelligence on offenders?

The BCRP has an Information Sharing Agreement (ISA) with Surrey Police allowing us to obtain certain images of individuals whose offending has led them to being excluded by the BCRP. These images are shared with members solely for the prevention and detection of crime and disorder and strict protocols are followed when sharing such images. Members can access a list of individuals on our secure intranet or smart phone app. You can access the website if you are a member of the BCRP and you will need a login and password to be able to proceed. If you are a member to the BCRP and cannot access the site please contact the scheme office Guildford BCRP directly.

Q7. An incident has happened in my premises, how do I report this to the BCRP?

You can report incidents to the BCRP using our secure website or smart phone app. Simply select the 'report incident' button at the top of the page and answer the relevant questions. When you submit your report it will be encrypted and sent directly to BCRP staff to deal with. You will also have the ability to send your report directly to Surrey Police. Follow the instructions on the form. A summary of your report, including any CCTV images, will be sent direct to the contact centre at Surrey Police. You will be sent a copy of the report and the contact centre will be in touch within 24 hours to give you a crime reference number and an update on the case.

Q8. What incidents should I report to the BCRP and why?

Any incidents of crime and disorder or fraud or anti-social behaviour that happen in your venue should be reported to the BCRP. This is so we can work with you and other members to identify the individuals who are causing issues within our members' premises. This helps us to issue exclusion notices, where applicable, it also helps us to inform other members of people they need to be aware of. We also collate this information in case a Criminal Behaviour Order (CBO) is necessary. Further to this, we can make referrals to partner agencies to get the individual any help they might need in order to stop re-offending. As public service budgets and resources get smaller, fewer people are reporting crime to the police for a variety of reasons. Collecting this information helps us to see a clearer picture of crime in the city in order to try and get responses and resources where they are needed most. It also helps the BCRP to fight for business crime to get higher on the agenda of partner agencies such as the police or the local council. The Guildford BCRP always works for and on behalf of our members to help prevent crime and disorder in or near your venue.

Q9. What can the BCRP do to help me with crime and Anti-Social Behaviour (ASB) in or around my venue?

We can help by giving you the tools you need to help prevent incidents happening in the first place. By using the radio and the secure website, you will be alerted to any potential offenders in the area so you can refuse entry. We also offer crime prevention training. If an incident does occur we can help identify those responsible and, if necessary, issue exlcusion notices. We can also raise individuals who re-offend reguarly with Surrey Police and work alongside them to stop future offending. This could be, for example, to obtain a Criminal Behaviour Order (CBO) which will apply strict conditions to the individual that they have to abide by (for example, not entering your venue). If a CBO is breached the individual can be arrested. The BCRP also organises free training opportunities for members which include crime prevention alongside a host of other projects that could be of assistance to you.

Q1. What is DISC

DISC is the BCRP secure website which provides members with accurate intelligence, alerts and up to date images of known offenders subject to exclusions and Criminal Behaviour Orders. Members can use the site to report incidents to the BCRP and Surrey Police (this feature is to save members time calling 101).

Q2. How do I log on to DISC?

Before you can log on to DISC you will need to be sent login details by a member of BCRP staff. Only people with a legitimate need to access DISC will be given permission. Therefore, if you request access, we will contact your employer/contractor [who must already be a Member of the BCRP] to make sure you are genuine. Assuming you pass this test, you will be sent an email which will contain a link. If you click this link it will open up a webpage which will enable you to create your account. You can find DISC by following the 'Log in' link in the header. Alternatively, go to https://www.disc-net.org/guildford. If you are a member to the BCRP and do not have login details for DISC please contact the scheme office.

Q3. I have logged in before but now cannot seem to access the site?

For data protection purposes if an account has been idle for six weeks the account is automatically deleted. An email is usually sent to inform the account holder that this action will be taken if they do not log in. Periodically all members will be 'locked out' of DISC and asked to re-certify their accounts to make sure they are complying with our rules for accessing the intranet. If you require access to the site please contact the scheme office.

Q4. How do I download the DISC app?

The DISC app features the same information and functionality as the website but in a more mobile friendly format. To download the app first make sure you have created your account using the link you will have been sent via email. Then simply search for 'Littoralis DISC App' in either the Google Play or App stores (depending on what phone you have). It's a completely free download.

Q5. Can I share this information with others

The information on the DISC site is for MEMBERS ONLY and cannot be shared in any format with third parties under ANY CIRCUMSTANCES WHATSOEVER. This includes digital platforms like WhatsApp and Instagram or any non digital means e.g. hard copies of taking photos of the DISC screen. Breaching this rule will lead to a member being expelled from the scheme and may lead to prosecution and their employer may dismiss them for gross misconduct. Please ensure that any members of staff who have access to the site know that they must not share any of the information in any way - it cannot be shown to anyone (including anyone whose image is on the website). Q1. What partner agencies does the BCRP work with?

The Guildford Business Crime Reduction Partnership (BCRP) works with numerous partner agencies across the city to help reduce crime and anti-social behaviour within our member venues. Q2. I work for a partner in the town. How can the BCRP help me?

The BCRP works with partner agencies to help create a more accurate picture of offending in Guildford. Only a small fraction of incidents as a whole are called into the police. That leaves a staggeringly high percentage of incidents of crime and disorder that go unnoticed by authorities. We work with agencies to help individuals who are offending in the town get the help they may need via referrals, this could be ensuring a member of the street community links in with an agency to try to get housing support or support with an addiction or ensuring a young person is linked in with the Youth Offending Service to help address their offending behaviour and needs. We can share information on crime trends and locations as well as individuals although we do the latter under a strict data integrity agreement and in compliance with the Data Protection Act 2018.

Q1. Does Guildford have a radio network?

Yes it does with over 100 businesses on the daytime, evening & late night economy signed up as well as Surrey Police, Experience Guildford Town Rangers and Guildford Borough Council compliance officers.

Q2. How can I get a sign up to the town-link radio scheme?

Contact Guildford Business Crime Reduction Partnership and we can provide you with forms from Farnborough Communications to sign up for the scheme.

Q3. Is there a cost for town-link

Town-link is on a contract of currently £320 through Farnborough Communications.

Q1. What type of people do you collect data about?

We collect data for two separate groups of people: Members of the BCRP and alleged offenders.

Q2. What is the lawful basis of collecting the information?

For our Members the lawful basis is consent by virtue of the 'contract' that we have with them for their membership of the BCRP. For alleged offenders the lawful basis is 'legitimate interest' to protect our Members and their property from harm and to prevent crime and disorder. Look at the Privacy Notice [Offenders] at the bottom of the Exclusion Notice page.

Q3. Do you ask for consent to collect information?

Our Members give us consent by virtue of asking to be members of the scheme and completing an application form. Offenders do not give consent but we collect their information on the basis of 'legitimate interest'.

Q4. What does `Legitimate Interest' mean?

The BCRP has assessed the impact of its processing on offenders’ rights and freedoms, and has balanced this with its Members’ own rights, and has concluded that its Members’ rights prevail over offenders’ rights in this specific matter. This means that the BCRP has a compelling reason to collect data without asking for permission to do so. For the BCRP it is to protect the property of our Members and their staff and customers from crime and anti-social behaviour. It is also to exclude from Members' premises any individuals who are proven threats to their property, staff or customers or disrupt the peaceful enjoyment that their customers expect from the goods and/or services that our Members offer. The BCRP processes Offenders’ personal data for the management of its Exclusion Scheme [see Exclusion Scheme FAQs page] on behalf of its Members, to inform Members of an offender’s modus operandi, to collate intelligence on criminal activity within the area of the scheme’s operation and to contribute to legal proceedings against offenders where appropriate. Wherever possible we also try to prevent people from being excluded by writing to them beforehand. For young people we also have a 'Putting it Right' scheme which may be suitable for some young people to try to stop them from offending at an early stage. We also have a separate policy on processing the personal data of children with additional safeguards in place.

Q5. What specific data do you collect about members of the BCRP

A contact name, the name of the company, the company's address, email address and telephone number.

Q6. What specific data do you collect on alleged offenders?

Name, date of birth, address [if possible] and other contact details, distinguishing marks e.g. tattoos etc, a photographic image and CCTV film and details of any offences against our members. We collect offender's addresses so we can write to them to explain what information we have and what we intend to do with it. But we do not share the address with anyone else. We may also collect data about conditions attached to bail or court mandated santions e.g. Community Protection Notices and Criminal Behaviour Orders.

Q7. Who do you share the information with?

The information on our Members is not shared with anyone. Limited information about offenders - name, date of birth, distinguishing features, a photograph and a brief two or three word description of offences for which they are known - may be shared with our Members. We may also share offender's bail conditions with Members if breach of the same is likely to affect our Members. Everything we share with Members is on the strict understanding that they cannot be shared under any circumstances with third parties. More detailed information about offences may be shared with statutory agencies e.g. police, Youth Offending Service. We do not share an offender's address with our Members. Although we have access to this information it does not belong to us [it belongs to Surrey Police] and hence we do not have the right to share it.

Q1. I've received a Warning Letter. What does that mean?

We send out a warning letter to people when we receive a report from one of our members that they have been involved in an incident. The letter is to let you know what information we have about you , what we will do with it, how long we will keep it and who we will share it with. It also serves to warn that you may be banned from our members' shops and venues if you continue to misbehave.

Q2. I've received an Exclusion Notice. What does that mean?

It means that our members don't want you to go into their shops and venues and you are banned from doing so for a minimum of 12 months. If you try to go in you will be stopped and trying to go in could be considered anti-social behaviour. We may report that to the Anti Social Behaviour team at Surrey Police. We will circulate your name, date of birth and photograph to our members on a secure intranet so they know you are banned.

Q3. How do I know which places I am banned from entering?

The Exclusion Notice you received also comes with a list of places. Also our members are listed on the 'Members' page on this website.

Q4. Who decides if someone is going to be excluded?

The BCRP Board of Management considers the evidence very carefully and often conducts additional investigations and then decides jointly if an individual is going to be excluded. The default position is NOT to exclude someone unless there is robust evidence to support an exclusion.

Q5. Where does the evidence for an exclusion come from?

It comes from a variety of sources including our members and the police.

Q6. Can the Police ask for someone to be excluded?

No. The police play no part in the decision making process, although the BCRP may ask them for an address or evidence or information about an individual.

Q7. Doesn't excluding people contravene their human rights?

The rights of people who are excluded have been balanced against the rights of our Members to protect their staff and property from harm or loss. The BCRP believes that their rights in this regard outweigh the rights of the excluded individual.

Q8. Doesn't sharing data contravene the 2018 data protection act including `General Data Protection Regulation' (GDPR)?

The BCRP has a 'legitimate interest' in sharing your data i.e. to protect our Members' property, staff and customers from loss or harm and this is allowed under the Act and GDPR [see the Data Protection FAQs page and also the Privacy Statement [Offenders] at the bottom of this page].

Q9. What happens if I breach my exclusion and continue to go in to places I am excluded from?

If you breach your exclusion notice we will inform Surrey Police and request that they consider issuing you with a Community Protection Notice (CPN). This will will require your behaviour to stop and if necessary impose conditions on you to ensure it is not repeated in the future. If you breach a CPN you will be breaking the law and this can lead to a fine or imprisonment. We will class this as a trespass and if an act of theft or criminal damage takes place then we will encourage the business to report as a commercial burglary.

Q10. How do I appeal against an exclusion?

If you believe you have been wrongly excluded you can appeal in writing to the Board of Management, Guildford BCRP, PO BOX 1632, Guildford, GU1 9HB or email guildfordbcrp@gmail.com If you believe that the BCRP has contravened the Data Protection Act 2018 you can complain to us and also the Information Commissioner via their website https://ico.org.uk/concerns/handling/

Q11. Can my exclusion end earlier than enforced?

If there are no further incidents reported to the BCRP during the first half of your exclusion, you can appeal and ask the BCRP to review it. You will have to ask in writing [address is in the answer to 10] explaining why it should be reviewed. If your exclusion is ended early you will also have to accept that if any Member reports a single incident in the next 6 months you will automatically serve the rest of the ban.
